Improving water quality can help save coral reefs

ScienceDaily (Aug. 16, 2012) ? Research from the University of Southampton and the National Oceanography Centre, Southampton has found that an imbalance of nutrients in reef waters can increase the bleaching susceptibility of reef corals.

Corals are made up of many polyps that jointly form a layer of living tissue covering the calcareous skeletons. They depend on single-celled algae called zooxanthellae, which live within the coral polyps.

The coral animal and the associated zooxanthellae depend on each other for survival in a symbiotic relationship, where the coral supplies the algae with nutrients and a place to live. In turn, the algae offer the coral some products of their photosynthesis, providing them with an important energy source.

High water temperatures can block photosynthetic reactions in the algal cells causing a build-up of toxic oxygen compounds, which threaten the coral and can result in a loss of the zooxanthellae.

Without the algae, corals appear white, a state which is often referred to as 'bleached'. Bleaching often leads to coral death and mass coral bleaching has had already devastating effects on coral reef ecosystems.

The study of University of Southampton, published in the latest issue of the journal Nature Climate Change, has found that nutrient enrichment of the water can increase the probability of corals to suffer from heat-induced bleaching.

Within the coral, the growth of zooxanthellae is restricted by the limited supply of nutrients. This allows the algae to transfer a substantial amount of their photosynthetically fixed carbon to the coral, which is crucial for the symbiotic relationship.

Algal growth becomes unbalanced when the availability of a specific nutrient decreases compared to the cellular demand, a condition called nutrient starvation.

Researchers from the University of Southampton based at the Coral Reef Laboratory in the National Oceanography Centre, Southampton, found that an increased supply of dissolved nitrogen compounds in combination with a restricted availability of phosphate results in phosphate starvation of the algae. This condition is associated with a reduction in photosynthetic efficiency and increases the susceptibility of corals to temperature and light-induced bleaching.

Dr J?rg Wiedenmann, Senior Lecturer of Biological Oceanography at the University of Southampton and Head of the Coral Reef Laboratory, who led the study, says: "Our findings suggest that the most severe impact on coral health might actually not arise from the over-enrichment with one group of nutrients, for example, nitrogen, but from the resulting relative depletion of other types such as phosphate that is caused by the increased demand of the growing zooxanthellae populations."

Dr Wiedenmann adds: "Our results have strong implications for coastal management. The findings suggest that a balanced reduction of the nutrient input in coastal waters could help to mitigate the effects of increasing seawater temperatures on coral reefs. However, such measures will be effective only for a short period of time, so it is important to stop the warming of the oceans, which will otherwise destroy most of the reefs in their present form in the near future.

"Finally, our results should help the design of functioning marine reserves.."

NFL players' union disputes commissioner's statement

The NFL Players Assn.filed documents in federal court disputing Commissioner Roger Goodell's sworn statement that he was prepared to discipline players for their involvement in the New Orleans Saints' bounty pool back in March but waited until May as a courtesy to the union.

Attorneys for four players suspended in the bounty investigation have argued the punishment handed down by Goodell should be overturned, in part because the commissioner's public statements last spring showed he had improperly prejudged the players' actions.

The documents filed Friday include sworn declarations by sanctioned linebacker Scott Fujita and union chief DeMaurice Smith.

U.S. District Judge Ginger Berrigan had asked for the league and union to file evidence this week related to the NFL's contention that Goodell delayed ruling on the players only because he was asked to do so by the union while it conducted its own bounty probe.

In a declaration filed Thursday, Goodell stated he agreed in a phone conversation with Smith "to address discipline of the club and non-player employees and then to afford the NFLPA a reasonable opportunity to conduct its own investigation and express its views before I imposed discipline on the players."

Smith, however, stated in his Friday declaration that though a phone conversation with the commissioner took place, he and Goodell never reached the agreement the commissioner described.

Experts: Laws on online prostitution need updating

(AP) ? Laws written long before the dawn of the Internet age have authorities across the nation struggling to prosecute online prostitution rings because of huge loopholes and defense lawyers' claims that the websites are protected speech.

A case in point is a recent New Mexico case involving a retired professor and former college administrator who were accused in what police described as an extensive multistate, online prostitution ring, experts say.

The two were cleared after a judge ruled that state law said the website they operated didn't constitute a "house of prostitution," even though investigators said the men used the site to recruit prostitutes and promote prostitution.

The problem, legal experts say, stemmed from law enforcement officials trying to apply old prostitution laws in a high-tech world. And they say it happens in many states, with authorities struggling to prosecute websites as "brothels" or pinpoint where free speech ends and the facilitation of a crime begins. Further, the National Conference of State Legislatures says state legislatures aren't actively working to update prostitution laws.

"Sometimes states' laws are too specific and were written years ago, long before the Internet," said Scott Cunningham, a Baylor University economics professor who has written about technology and prostitution. "That's why we are seeing some successful challenges to laws when websites are involved."

A big reason: Many websites function as screening services linking would-be prostitutes with potential customers, Cunningham said. That isn't enough to charge website owners of a crime in some states.

Another barrier for states is a 1996 federal law that offers cover for some website owners by protecting them from third-party content, experts say.

In the New Mexico case, a judge ruled in June that a website linked to two men accused of helping run an online prostitution ring was legal.

The ruling was a blow for prosecutors, who were preparing to present to a grand jury their case against former University of New Mexico president F. Chris Garcia and David C. Flory, a retired physics professor at Fairleigh Dickinson University in New Jersey. The two were accused of helping oversee a prostitution website called "Southwest Companions."

Investigators said the prostitution ring had a membership of 14,000, including 200 prostitutes. Members paid anywhere from $200 for one sex act to $1,000 for a full hour. Prostitutes were paid with cash, not through the website, according to police.

But State District Judge Stan Whitaker ruled that the website, an online message board, and Garcia's computer account did not constitute a "house of prostitution." Whitaker also said the website wasn't a "place where prostitution is practiced, encouraged or allowed."

Garcia, Flory and others were arrested in June 2011 on a criminal complaint charging them with promoting prostitution. Flory, who has a home in Santa Fe, bought the site in 2009, prosecutors said. He was identified by police as the ringleader; Garcia was accused of recruiting prostitutes.

"We have long maintained that Mr. Garcia did nothing illegal," said Robert Gorence, Garcia's attorney. "He feels vindicated by the judge's decision."

Flory has declined to comment.

The ruling sparked Gov. Susana Martinez to call for state legislators to look at updating New Mexico's prostitution laws to include websites.

In Florida, authorities in 2002 set up an elaborate sting to shut down a Tampa-based escort-ad site called Bigdoggie.net by using undercover officers who set up fake ads. Investigators said the website connected customers to escorts and published reviews on escorts.

But prosecutors' efforts to conceal informants' identities failed, and a judge dismissed racketeering and conspiracy charges against Bigdoggie's owners a year later. Charges against four female escorts also were dropped.

A defense attorney argued the male clients were mere "hobbyists" who traded stories of their adventures with hired escorts, and their actions were constitutionally protected speech.

And in Minnesota, backpage.com has been under fire for its popular online ads of escort and "body rub" services that authorities say are ads for prostitution services.

David Brown, chief criminal deputy of Hennepin County, which includes Minneapolis, said Minnesota's laws are written broadly enough that authorities can prosecute those who use websites for prostitution. Still, he said even Minnesota authorities have limitations.

"We see backpage.com as a forum," Brown said. "What we do is go after the conduct."

That means authorities go after costumers and prostitutes who later engage in an exchange of money for sex after meeting online, he said. "With online sites, unless you have proof that the (owners) are openly promoting prostitution, there are limits," Brown said.

Officials with Backpage, owned by Village Voice Media, say the website is protected by the federal Communications Decency Act. Under the 1996 law, websites that host third-party content are not liable if third-party users post "indecent" content.

Confusion over the federal law, and the fact that state lawmakers feel powerless against it, could explain why states have avoided tackling online prostitution problems legislatively, said Cunningham, the Baylor University professor.

Instead, he said, states are allowing police and prosecutors to aggressively pursue targeted cases.

For example, in Kissimmee, Fla., authorities arrested around 70 people in May as part of an Internet prostitution sting. They used a decoy house to nab suspects on charges including entering a dwelling to commit prostitution.

Jason Scott, program director of the National District Attorneys Association based in Alexandria, Va., said although states' laws vary, authorities can go after websites in other ways. For example, if authorities can clearly identify that a site is promoting prostitution, they can go after the ISP address or use racketeering or corruption statutes to prosecute owners.

But Cunningham said authorities still face the challenge of trying to determine websites' role in alleged prostitution crimes.

"What some of these sites are doing are screening prostitutes and screening potential customers, much like what pimps have historically done," he said. "The question is: Can they be prosecuted like pimps?"

Addressing Abuse Within The LGBTIQ Community | Rooted In Being

In my city the champions of trauma are from the lesbian and gay community. ?Lesbians are the directors, advocates, counselors, crisis intervention workers, and loudest voice in the room when it comes to sexual violence. ?They are the ones on the frontlines training the police on domestic violence and how to respond sensitively and appropriately when they come across sexual violence and DV cases. ?Lesbians are on the forefront of the conversation about trafficking in my city, they head the coalitions ? they are the ones doing public outreach.

I have never had more meaningful group supervision meetings than when in a trauma agency. ?I was the minority at my agency, one of a few straight women within a majority lesbian agency. ?When we met we got real with each other about the intersections of race, sexual orientation, socioeconomic status, and how it affected our interactions with each other, and with our clients.

What is it like for a gay man of color to counsel a straight middle aged white man? ?What baggage gets brought into the room, what stereotypes and preconceived notions are happening from both sides? How does class affect our treatment planning with a client? What does an openly lesbian counselor do when they have a homophobic client? ?Does race or sexual orientation trump a lesbian woman of color?s identification? ?How are we addressing racism in our agency? ?What are our thoughts on a transgender sexual violence survivor attending our woman only trauma groups? ?When a client asks for a white counselor or makes a racist remark, do we confront them on it or honor their requests/opinions? ?Do we allow someone with clear Schizophrenia to attend groups? ?How do we monitor medication management in a sensitive way? ?When a client is consistently dissociating in group do we ask them to stop attending?

These are the questions we asked, and arguments were had, tears shed ? and some of the most meaningful dialogues I have ever been a part of or had the opportunity to listen to ? happened.

As a majority lesbian run agency, I learned how we addressed LGBTIQ issues while also acknowledging the fact that we were not an agency that addressed LGBTIQ issues. ?If someone had issues specific to being a part of the LGBTIQ community, we had to refer them to an agency that addressed the community specifically.

There are no LGBTIQ agencies in my city that work specifically on trauma issues within the community.

And it is needed.

Many of our lesbian clients would disclose over the course of therapy that they never expected abuse to come from a woman. ?There is this stereotype that only men are abusive, and only men can give STD?s, and that this is not ?an issue? within the lesbian community. ?Many women who were out lesbians came to our agency dumbfounded that they had caught an std from their partner, or were being abused by their significant other. ?Clients would disclose that they never thought to use protection within a lesbian partnership.

Abuse is not a male issue only. ?It is also not a straight issue only. ?Research indicates that domestic violence among same-sex couples occurs at similar rates as domestic violence among straight couples.?

In trauma groups straight and LGBTIQ clients were taught about the same issues, because abuse is similar. ?A narcissistic abuser, whether male or female, employs the same tactics. ?Some researchers indicate that Borderline Personality Disorder?and Histrionic Personality Disorder is simply the female version of male Narcissism. ?Others state that Cluster B personalities are co-morbid within an individual, meaning a person with a Cluster B personality disorder can have the traits of each of the disorders in that category. ?The point being this: ?women can, and do, abuse other women.

With the new DSM V on it?s way, There will be no more Histrionic Personality Disorder nor Narcissistic personality disorder. ?Instead they are being lumped into the Antisocial/Sociopathic categrory.? I agree with this new designation, as many in the field agree that Narcissism/HPD can be interchangeable with sociopathy/psychopathy (which I have done on this blog myself, in my post about Narcissistic Abusers). ?This change in the DSM will eventually lead to our culture calling Narcissists sociopaths. ?Since we have already acknowledged this truth, it seems appropriate to me that this change in the DSM is taking place. ?I predict sexism will play out in men being diagnosed as sociopaths, and women being diagnosed as Borderline (we still are not sure if men and women truly present differently, or if bias in diagnosis is involved).

I just went on a tangent? Let me get back on track?

The point is that women have just as high of a prevalence of personality disorders that, in general terms, possess highly abusive traits. ?The lesbian community is not immune from this (nor GBTIQ communities). ?A pattern within sexual trauma, especially in male to female sexual violence, is that many times female survivors can have strong flashbacks and dissociation when interacting with men, and/or attempting a sexual relationship with a man. ?*Some* straight women dealing with the effects of sexual trauma find comfort, care, nurturing, and safety within the lesbian community ? and some gravitate towards lesbian relationships. ?What we then find in some lesbian communities is trauma survivors dealing with some pretty intense emotions, and bringing a lot of trauma and unhealed pain into their relationships with other women. ?The potential for abuse does not go unnoticed. ?Compound this one issue with women who have only been with other women, who are also navigating their own issues with abuse in their relationships (and the stigma attached to abuse in a same sex partnership) ? and we can logically say there is a need for more research/education/advocacy in how to best provide services.

With men, our field is just beginning to bud in providing trauma-informed counseling ? let alone counseling specific to gay male relationships.

As a community, how are we addressing the trauma needs of the LGBTIQ population?

Is it enough that we try to provide gay male counselors for gay male abuse survivors? ?Is it enough that we try to provide lesbian counselors for lesbian abuse survivors? ?Are there even enough LGBTIQ counselors who are trauma-informed and can meet the community need?

Are we addressing LGBTIQ specific trauma issues, concerns, and needs within our ?general? trauma agencies? ?Well, we are trying on an individual, case by case basis ? but it is hard to know if services provided are the most effective or competent when the research base that informs direct practice is lacking ? to say the least.

At the moment, in my city, trauma is treated in a general sense, with a ?treatment model? orientation of one size fits all. ?We can?t even say if this helps or harms the LGBTIQ community because we don?t have a large enough research base advocating one way or another.

There is a need.

Tibetan Plateau may be older than previously thought

ScienceDaily (Aug. 16, 2012) ? The growth of high topography on the Tibetan Plateau in Sichuan, China, began much earlier than previously thought, according to an international team of geologists who looked at mountain ranges along the eastern edge of the plateau.

The Indian tectonic plate began its collision with Asia between 55 and 50 million years ago, but "significant topographic relief existed adjacent to the Sichuan Basin prior to the Indo-Asian collision," the researchers report online in Nature Geoscience.

"Most researchers have thought that high topography in eastern Tibet developed during the past 10 to 15 million years, as deep crust beneath the central Tibetan Plateau flowed to the plateau margin, thickening Earth's crust in this area and causing surface uplift," said Eric Kirby, associate professor of geoscience at Penn State. "Our study suggests that high topography began to develop as early as 30 million years ago, and perhaps was present even earlier."

Kirby, working with Erchie Wang of the Institute of Geology and Geophysics at the Chinese Academy of Sciences in Beijing; Kevin Furlong, professor of geosciences at Penn State; and colleagues from Waikato University, New Zealand and Arizona State University, looked at samples taken from the hanging wall of the Yingxiu-Beichuan fault, the primary fault responsible for the 2008, Wenchuan earthquake. The researchers used a variety of methods including the decay rate of uranium and thorium to helium in the minerals apatite and zircon and fission track dating, an analysis of tracks or trails left by decaying uranium in minerals again in apatite and zircon.

"These methods allow us to investigate the thermal regime from about 250 degrees Celsius (482 degrees Fahrenheit) to about 60 degrees (140 degrees Fahrenheit)," said Kirby. "The results show that the rocks cooled relatively slowly during the early and mid-Cenozoic -- from 30 to 50 million years ago -- an indication that topography in the region was undergoing erosion."

The results also suggest that gradual cooling during this time was followed by two episodes of rapid erosion, one beginning 30 to 25 million years ago and one beginning 15 to 10 million years ago that continues today.

"These results challenge the idea that the topographic relief along the margin of the plateau developed entirely in the Late Miocene, 5 to 10 million years ago," said Kirby. "The period of rapid erosion between 25 to 30 million years ago could only be sustained if the mountains were not only present, but actively growing, at this time."

The researchers also note that this implies that fault systems responsible for the 2008 earthquake were also probably active early in the history of the growth of the Tibetan Plateau.

"We are still a long way from completely understanding when and how high topography in Asia developed in response to India-Asia collision," notes Kirby. "However, these results lend support to the idea that much of what we see today in the mountains of China may have developed earlier than we previously thought."

The Chinese National Key Projects Program, the National Natural Science Foundation of China and the National Science Foundation funded this research.

6 New Pet Families in MoP - Hunter Mastery - Carloshodges7806's ...

More Stable slots! I think that really speaks volumes now when you see the host of new hunter pets. In fact, in a way I?m very happy I decided to roll a hunter of each race for Mist of Pandaria. I still plan to do the same for horde side, but I have to focus on one thing at a time. Coming to a hunter Stable near you are new pet families!

In terms of how many more stable slots, I would say another page or two would be good to be honest. Right now we have 25 slots, 20 stable and 5 active. I think adding one or two more pages (10 slots each for a total of 20 more) wouldn?t be too hard. I?ve had the idea that maybe adding something like how the pets and mounts are being done for hunter pets.

I would even be willing to spend gold to unlock such more states. Such as we use to have to do, I think that we wont see more slots on release but within a patch or so.. hopefully Blizzard sees that hunters need more slots or they need a better way for us to store pets. I hope that they don?t wait to do this until after MoP.. that would really suck. I know on my main I really only have one slot left for anything.

My thoughts on the new pets. Being that I play Beast Master, I think the two new BM only pets, the Water Striders and Quilen are awesome. Right now I generally run in PVP 2 Spirit Beasts, a Devilsaur, a Silithid and Shale Spider for Battlegrounds.

For Arena I generally run 4 Spirit Beasts and a Devilsaur. Sadly however, given Eternal Guardian has a 10min cooldown, it wont be very useful for PVP at all, maybe in Battlegrounds to pop up a healer maybe.

The Water Strider may be good for battleground that have water, an easy to get over them but to be honest it doesn?t have much more use than that. For my other Hunters where I run non-bm in pvp the Crane and Basilisk may be good choices too.

Global problems could throw Canada off course: Flaherty

OTTAWA (Reuters) - A stubbornly fragile global economy could throw Canada's steadfast growth and job creation off track, Finance Minister Jim Flaherty said on Wednesday, although he highlighted a slowing housing market and increased investment on machinery as positive developments.

Speaking to reporters hours before a visit to Ottawa by German Chancellor Angela Merkel, Flaherty said recent steps by the European Central Bank to ease the debt crisis there were useful. But much more had to be done.

Europe has the resources to solve its own problems and should not need Canadian aid, he said.

Export-dependent Canada recovered from the global financial crisis more quickly than most of its peers, but growth and job creation have been mediocre this year. The outlook is dim as disappointing data rolls in for Europe, the United States and China.

"Continuing economic headwinds from outside the country could easily throw us off course," Flaherty said, even as he boasted of the best post-crisis job-creation record in the Group of Seven.

Noting that Canada was still on track to balance its budget on schedule, Flaherty said it was possible to have both balanced budgets and a growing economy.

"It's not that you can't have fiscal responsibility in a fairly large government and (have to) sacrifice economic growth," he said. "You can try to strike that balance where you have modest growth, which is what we have in Canada today, and yet maintain your fiscal track, that is get back to balanced budgets in the medium term. It can be done."

Merkel will meet with Canadian Prime Minister Stephen Harper Wednesday evening and the two will hold a news conference on Thursday. They are expected to discuss the debt crisis as well as Canada-EU negotiations for a free trade agreement.

Flaherty said the U.S. budget deficit is also a threat to Canada, which still sends most of its exports to the neighboring country. "It's not only important for us, but for the rest of the world," he said.

He said the domestic housing market is showing signs of moderation, although it was too early to say whether tighter mortgage rules that took effect in July were already having an impact. The booming real estate market has been the biggest domestic headache for policymakers since the 2008-09 recession.

The strong dollar is less of a concern. Businesses have adapted and the currency's strength is boosting investment in machinery, Flaherty suggested.

"The positive side of the coin is the purchase of machinery and equipment by Canadian businesses which has gone up and that's very important in terms of increasing Canadian productivity and growing our economy."

The Canadian dollar hit its highest level in more than three months on Wednesday, trading at C$0.9988 to the U.S. dollar, or $1.0113.

(AP) ? Germany's economy grew slightly more than anticipated in the second quarter but a closely watched measure of investor confidence dropped unexpectedly, indicating fears are growing that the European Union financial crisis will become an increasing drag on the bloc's largest economy.

The Federal Statistical Office reported the German economy grew 0.3 percent in the second quarter, beating expectations of a 0.2 percent increase though slowing from the first quarter's 0.5 percent growth.

A clearer breakdown of the quarterly performance will not emerge until later this month. However, the statistics office said exports and public consumption combined with lower unemployment to lift growth. One downbeat indicator was a fall in investment in machinery and equipment, a possible sign that firms are getting less confident about the future.

"The economy remains the stronghold of the eurozone ?however, another strong quarter merely glosses over the fact that even the stronghold has already caught the euro crisis virus," said Carsten Brzeski, an economist with ING bank in Brussels.

That pessimism came through in the ZEW institute's forward-looking report on investor confidence, which showed a drop in economic sentiment to minus 25.5 points in August from minus 19.6 points the month before. Economists had been expecting a slight improvement.

"The indicator's decline in August signals that financial market experts still expect the German economy to cool down throughout the next six months," ZEW said in its report. "Especially export-oriented sectors may be affected."

The decline took the ZEW indicator to its lowest level in 2012, though it remains well above its lows hit of below minus 60 points that it hit during the financial crisis in 2008.

The survey, which polled 262 institutional investors and analysts, also found that the assessment of the current situation in Germany fell 2.9 points in August to 18.2 points overall.

The German economy has so far managed to withstand the effects emanating from the debt crisis on its doorstep but many economists are worried it will soon be dragged down as well. With many euro countries in recession, demand for Germany's high-value exports may start to falter.

"Please keep in mind that about 40 percent of all German exports are shipped to eurozone countries," UniCredit economist Andreas Rees cautioned after the German GDP growth figures were released.

The 17-country eurozone a whole contracted 0.2 percent in the second quarter.

However, the better-than-expected German figures coupled with news that France's economy did not contract during the quarter as had been widely feared, may help the eurozone avoid shrinking during the quarter. A number of euro countries, including Greece, Spain and Italy are already in recession ? officially defined as two consecutive quarters of shrinking output.

The German government is predicting overall growth of 0.7 percent this year, though others, like the International Monetary Fund and Germany's central bank, are forecasting slightly more robust gains.

Desmond Tutu calls for axing 'Stars Earn Stripes'

NEW YORK (AP) ? Nine Nobel Peace Prize winners are speaking out against a new NBC competition series they say treats military maneuvers like athletic events.

Archbishop Desmond Tutu and the other Nobel laureates protested in an open letter that the show, "Stars and Stripes," glorifies war and armed violence.

The series, premiering on NBC on Monday night, pairs celebrities with U.S. military personnel for simulated military challenges. Celebrity participants include boxing champion Laila Ali, Superman actor Dean Cain, Olympic gold medalist Picabo Street and former Alaska Gov. Sarah Palin's husband, Todd Palin.

The program is hosted by retired Army Gen. Wesley Clark.

"I'm doing this series for one reason," says Clark at the top of the show ? "to introduce you, the American people, to the individuals that sacrifice so much for all of us."

The series is billed on its website as a "fast-paced competition" whose contestants "will gather at a remote training facility where they will be challenged to execute complicated missions inspired by real military exercises."

"Stars Earn Stripes" says it "pays homage to the men and women who serve in the U.S. armed forces and our first-responder services."

The letter, sent Monday to Clark, NBC boss Robert Greenblatt, producer Mark Burnett and others connected with the show, argues "this program pays homage to no one anywhere" and criticizes it for "trying to somehow sanitize war by likening it to an athletic competition."

The letter calls for NBC to stop airing the series. NBC had no immediate comment.

Besides Tutu, signers of the letter include Jody Williams, Mairead Maguire, Shirin Ebadi, Jose Ramos-Horta, Adolfo Perez Esquivel, Oscar Arias Sanchez, Rigoberta Menchu Tum and Betty Williams.

The Nobel laureates also declared their support for a protest against the show scheduled to take place Monday afternoon outside NBC's Rockefeller Center headquarters in Manhattan.

Preschool services help at-risk parents, children | Short Stories for ...

Three-year-old Azziana Osorio bounces off her mother?s lap when she finishes the storybook, washes her hands and waits patiently at a tiny table with her classmates for an afternoon snack.

Head Start program

At birth, the odds were stacked against Azziana. She was born to a 16-year-old high-school dropout. Authorities jailed her father while her mother was pregnant, and then he returned to his native Mexico. Earlier this year, Child Protective Services opened a report on the mother and child, accusing Alondra Osorio of neglecting and abusing her daughter.

At Educare Arizona, Azziana learns to take turns, recognize letters and kick a ball. She is mastering the social, academic and motor skills that will prepare her for kindergarten and beyond.

Her mother is learning, too.

?I?ve learned different ways to take care of Azziana,? Osorio said. ?I?m so young. I didn?t know.?

There are eight children and three teachers in the classroom, a ratio unheard of in other child-care settings. but it?s required under the auspices of Educare Arizona, a nationwide public-private partnership that, in conjunction with Head Start, provides early-childhood education to poor children at risk of academic failure.

The precocious preschooler is among 190 children at Educare, a tiny fraction of the state?s low-income Arizona children facing a dwindling supply of subsidized child care.

CPS frequently offers child care, among other services, to families accused of abuse or neglect. Child care can provide an immediate solution for a mother who left her young children home alone while she worked. or it can be part of a package of services to help parents regain custody of their kids.

For the lucky families who get in, research shows, Educare, Head Start and other high-quality preschool programs work. but while they are free to the families who benefit, they are expensive to operate. Head Start costs average about $8,000 per child; Educare works out to more than twice that for each child enrolled at the east Phoenix campus.

Statewide, fewer than 5 percent of eligible infants and toddlers get into Early Head Start, and roughly 40percent of preschoolers who are eligible find a seat in a Head Start classroom.

State reductions

An average of 7,500 families with open CPS cases receive free child care each month, or about one-fourth of more than 32,000 cases statewide. Though the care in these programs meets minimum state licensing standards, its quality is uneven.

The oldest and most well-researched child-care program is the federal Head Start, for 4- and 5-year-olds, and Early Head Start, which serves pregnant women, infants and toddlers.

Children in foster care, living at home with an open CPS case or who are homeless are automatically eligible for Head Start and Early Head Start, but they compete with all other low-income children for the 21,360 slots in Arizona. about 600 children involved with CPS find a spot in a Head Start program each year, and a fraction of them are placed in Early Head Start.

Early Head Start and Head Start go beyond typical child care, offering support services to poor families, from health and dental care to GED classes and job training for parents. The programs emphasize parents? roles as their child?s best teachers and require that they participate in their child?s education and development.

Children who have been mistreated, and their families, have the most to gain from comprehensive programs like Head Start, said Mindy Zapata, director of Early Head Start and Head Start for Southwest Human Development, which provides an array of early-childhood programs, including Head Start programming for more than 1,200 babies, toddlers and preschoolers in Maricopa County.

Through Head Start, ?parents learn to become consumers of their children?s education,? Zapata said. ?That?s really what?s going to change the trajectory for that child and family.?

Federal funding pays for the entire $140million Head Start program in Arizona. The state no longer funds any kind of early-childhood education, as 39 other states do. State lawmakers eliminated a $20million early-childhood block grant in 2010 to balance the budget. In 2011, they eliminated state funds for a child-care-subsidy program for low-income working parents.

First things first, the early-childhood program funded through a tobacco tax, provides $10million in matching funds so Arizona can continue to qualify for federal child-care dollars. That funding preserved the state?s child-care subsidy program, which now covers only families with open CPS cases and those coming off welfare, most of them single mothers. The sliding-scale subsidy will help an estimated 24,500 kids attend child care this year.

First things first also has paid for about 7,000 infants, toddlers and preschoolers to attend high-quality child-care centers since 2010.

Bruce Liggett administered the state?s child-care program for the Department of Economic Security in the early 1990s and now represents child-care operators.

?The state has backed off its historical commitment to helping low-income families afford child care and stay working,? Liggett said. ?The state, along with the economy, has really damaged the infrastructure for all families.?

Liggett argues that even mediocre child care is better than none if it means a mother can keep her job and feed her children. He?s concerned about giving blanket priority to CPS children, particularly if that foster child lives comfortably with a grandmother or is in state custody for a short period of time.

?Kids who are homeless and living in cars need that kind of care, too,? Liggett said.

Head Start and Educare

Head Start was launched in 1965, and Early Head Start followed 30 years later.

Research on the programs shows participants do better socially, behaviorally and academically compared with kids from similar socioeconomic backgrounds who did not complete the program. but the gains are slight and level off after first grade. The findings have put the program in budget crosshairs for years.

Head Start critics say the preschool program is required to do too much with too little and is bogged down by more than 1,200 federal regulations.

?They ask it to do way more things than it can do with the money that they give it. And that?s a huge problem,? said Steven Barnett, director of the National Institute for Early Education Research at Rutgers University. ?The kids are just too far behind, and they?ve got too much going against them to settle for little, bitty gains.?

Short of starting over, Barnett and other early-education researchers say the solution is to supplement and reshape Head Start by paying teachers higher salaries to improve quality and retention and reaching children and families earlier.

Educare Arizona is the kind of collaboration Barnett and other experts say most benefits at-risk children and families.

One of 14 Educare centers in the country, Arizona?s year-old facility is located between a neighborhood clinic managed by Scottsdale Healthcare and Brunson-Lee Elementary School, in east Phoenix?s Balsz School District. All of the students at Brunson-Lee qualify for the federal free and reduced-price lunch program, three-fourths speak English as a second language and most do not receive consistent health care from the same provider.

Educare?s model combines national philanthropy with local donors with Head Start and a local public school ? Southwest Human Development runs the Head Start program and Balsz donated the Educare site.

Children who begin at the campus as babies can progress through the Head Start program, then to Brunson-Lee. The children and their families can get medical, dental and behavioral-health care next door at the Balsz/Educare Arizona Center for Health.

Educare requires higher educational levels for its teachers and smaller class sizes than typical Head Start classrooms. One-third of the space is dedicated to parents, who must participate in meetings, parenting classes and other events.

Even before Azziana was born, Osorio signed up for Early Head Start at her mother?s suggestion.

The birth-to-3 program began with home visits and medical care for pregnant Osorio. The home-visiting worker was a lifeline for Alondra, who was living with her aging grandfather. She taught the teen mother how to play with her new baby and watch for developmental milestones. They talked about nutrition and safety.

The Head Start worker helped Osorio and Azziana apply for Medicaid and find a pediatrician at Phoenix Children?s Hospital?s Teen Tot Clinic. between weekly visits, Osorio could text the home-visiting worker with questions.

She also told Osorio about Educare, which opened last August. Azziana, then 2, got one of 190 spots in the program.

Head Start workers also stepped in when Azziana became the subject of two CPS reports this spring. The reports alleged that the child was dirty and underfed, and that Osorio had hit her on the head.

Alondra, 19, had come a long way during the year in the program, from dropping off her daughter and leaving, to staying every day for breakfast, attending monthly parent meetings and asking questions about every aspect of Azziana?s day, said the toddler?s teacher, Ashley Foote.

?She was devastated? by the CPS investigation, Foote said. ?It just wasn?t true. Azziana is always clean and well fed.?

CPS deemed the report without merit and closed the investigation. even so, Osorio voluntarily participated in parenting classes offered to her.

The teen continues to work on discipline techniques with her daughter, with support from the Educare staff.

Foote helped her find an online school so that she can study to pass the math portion of the AIMS, the only thing standing between Osorio and her high-school diploma. Osorio plans to attend community college and earn a nursing degree.

?We look at the child in the context of the family. we know that in order to affect the child?s outcome we have to affect the family?s ability to provide for and support them,? said Bonnie Williams, executive director of the Arizona Head Start Association.

?An infant doesn?t exist outside of the family context. They have to be supported by a loving person who?s able to meet their needs.?

Proven prevention programs

Even in tough economic times, states and communities around the country are investing in promising and proven programs to prevent child abuse and neglect.

Nurse-Family Partnership, various states (including Arizona): Home visits from nurses to first-time moms and their infants.

Ounce of Prevention, Illinois: uses private dollars to leverage public funding for early-childhood education and training.

Think big, Start Small, Wisconsin: Statewide education campaign to promote early-childhood issues, including infant mental health.

Triple P, various states: Multilevel family-support program, ranging from public-awareness campaigns to intensive interventions, depending on family needs.
